Our county does not require portable toilets on site during construction. Somewhere (either in Nashville or at a PSAI show) I heard/read about a company that "pursuaded" their county to make it mandatory with a building permit.

Does anyone else remember hearing about this or know who that company is? I would like to see if I can get the ball rolling in my county and including it on the building permit seems brilliant!

According to your bio, you are located in Illinois and your state already requires toilet facilities at construction sites. Perhaps it's just a matter of sending a "friendly" reminder to your county government to that effect?

From the PSAI web site...

"2003 – PSAI in conjunction with OSHA’s Advisory Committee on Construction Safety Health drafted a revision to OSHA regulation 1926.51 – Toilets at Construction Jobsite requiring a 1 unit to 10-worker ratio. This draft was approved by the full ACCSH Committee. Unfortunately due to the 911 attacks on the World Trade Center. OSHA cleared its agenda deleting the revision."

We have had the same thing here in Scotland, My local council never ever enforce the law on worksite welfare and when I pulled them for it they say "Its the economy" and I reply no it "The Law" and your in breach ! The local authority is as responsible as the contractor
