I am new at this, but want to spread the word about Minnesota's January 1, 2009 law that requires all 1099 independant contractors to get an "exemption certificate", become employees, start a formal company, or get laid-off.
Contractors are facing a $5000 fine if they hire uncertified individuals after January 1. Seems to me that the state is not spreading the word very well so I have set up a web site that links to the state's DOLI web site so you can figure out your options.

If contractors do hire a certified independent contractor, they still must deduct 2% for state income tax and pay it into MN Revenue.
Best bet is start a business (llc or s-corp).
