Interested in hearing opinions on pros/cons of pd blowers and fans.
I'll mainly be cleaning sewers and catch basins, and I'm wondering what set up would be best.

Fans will tend to stall out if you stray too far from the truck or submerse the nozzle completely. They can be louder and generate a lot of dust as they are hard to filter. They are, however, less expensive and typically consume less power.
Fans operate under the principle of dilute phase conveying. They rely on the air velocity to pick up the material and keep it suspended in the air flow until it reaches the tank and falls out.
PD blowers can do the same thing, but can also pull solid or dense material through the hose (kind of like a liquid pump).
A pd blower may be a better option for cleaning sewers as you can submerse the nozzle. A fan would be the best option for cleaning catch basins.
