Brother had a CPR class this week. Instructor said bleach & water in any solution percentage in a spray bottle for disinfecting surfaces is only effective when mix is fresh. The mix is useless after 24 hrs. The mix must be 1/3 bleach 2/3 water and not recommended because this mix ratio is corrosive. He recommends Lysol spray disinfectant.
I've used a couple tablespoons of bleach with water in a spray bottle for countless years. Searched the internet for hours to find what works and still don't know.

For a strong bleach disinfecting solution (to clean bathrooms, diapering areas, and other surfaces): Add 0.25 cups (59.2 mL) household bleach (5.25% sodium hypochlorite) to 1 gal (3.8 L) cool water, or add 1 Tbsp (14.8 mL) bleach to 1 qt (2 pints) cool water.
